About Job/Description:

To undertake rapid assessment, facilitate consultations with the Provincial Departments of Health (DOH) and stakeholders and develop province specific costed Essential Package of Health Services (EPHS)which will include comprehensive package of SRHR interventions.

Responsibility:

The consultant will work closely with the UHC focal point and SRHR focal point at Ministry and the WHO country teams in all provinces, areas and Islamabad to achieve the following:

Develop an action plan with a set of clear-cut activities to be implemented for completing the assignment according to the given timelines.

Develop localized evidence at provincial level on provincial burden of disease with unit costing of each intervention under the approved national generic benefit package for universal health coverage (essential package of healthcare services – EPHS) aligned with global guidance

Produce the detailed incremental cost-effectiveness ratios as well as baseline and milestones for each intervention for the provincial EPHS.

Design the analytical review of existing resources and gather available data, collate data to make presentable information for sharing with stakeholders and provincial departments of health.

Lead the use of HIP tool (Health Intervention Prioritization tool) for optimizing available evidence and engaging stakeholders to prioritize interventions accordingly.

Lead the technical write-up of the draft EPHS in all four provinces and two areas (Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Azad Jammu & Kashmir and Gilgit-Baltistan).

Define the government’s role in convening and coordinating on-going efforts with partners; meeting with other government sectors, civil society organizations, bilateral and multinationals and UN agencies in finalizing the EPHS for provinces and areas.

Organize and facilitate the provincial/area level review and consensus building meetings with relevant authorities, technical working groups (TWGs) and stakeholders on the draft EPHS in all four provinces and two areas for seeking feedback and comments.

Lead the incorporation of feedback and comments in the draft provincial/area EPHS documents.

Advocate with the MoNHSR&C and provincial stakeholders – respective UHC steering committees for finalization of the draft costed provincial/area EPHS.

Requirements :

Medical degree or other related social science degree with Masters in public health or equivalent

Minimum 7 years of experience in the field of health systems development/ public health management. Experience of health system work at international level would be preferred.
