About Role/Job Purpose:
The overall objective of this assignment is to conduct a functional analysis of the national entities (Social Welfare Department-SWD, Women Development Department-WDD and Commissions on the Status of Women-CSW) mandated with functions for women’s empowerment, advancing women’s rights and gender equality.
Purpose of the Functional Review is to assess mandate, role and responsibilities, key functions, capacities and gaps, human and material resources for effective functioning of Social Welfare Departments KP and Punjab, Women Development Department Punjab and Commissions on the status of women KP and Punjab. The exercise will be beneficial to make strategic and practical recommendations and capacity building plan to improve functionality and strengthen capacity of the mentioned institutions at provincial levels.

Job Responsibilities:
In line with the Paris Principles, Beijing + process, UPR recommendations, CEDAW Committee’s Concluding Observations and some of the successful practices highlighted in GANHRI’s publication on the role of NHRIs in preventing VAWG to ensure financial and administrative autonomy assess and review the mandate for SWDs, WDD and CSWs, mapping their responsibilities and relationships between the departments and agencies.
Through desk review and interviews with key stakeholders, identify administrative, legislative and policy issues that hamper smooth functioning of Commissions and administrative departments.
Asses the efficiency and effectiveness of the mentioned departments, in exercising their current mandates; in comparison to the laws that govern them, and the financial powers given to them.
Present recommendations and propose strategies, changes in rules and activities to improve complementarity and synergies among SWDs, WDD and CSWs.
Development three policy briefs on legislative, administrative and financial review of women machinery to support lobbying and advocacy with key stakeholders.
Develop a roadmap/ business case to strengthen complementarities, collaboration and coordinated work of the mentioned departments/entities
Requirements :
- Advanced degree or equivalent in gender studies, development studies, international development, human rights/law or other related social sciences.
- Ten (10) years of increasingly responsible professional experience in planning, implementation, coordination and management of development programmes and projects specially on gender and GBV;
- Understanding and experience of working with government and parliamentary mechanisms, processes and policymaking, and of the political environment.
- Experience of lobbying on legislation and policy issues.
- Experience of drafting and presenting complex information to a variety of audiences in a clear and accessible way.
- Proven record of accomplishment of building and nurturing relationships and influencing external stakeholder agendas.
- Good understanding of the concept/theory and practice of decentralization and local governance broadly.
- Strong communications and writing skills in English.
- Proficiency in current office software applications, such as Word, Excel and Power point; familiarity and experience using online communication tools; overall internet literac
